Middle Green Valley (MGV) is a development plan for 1,905 acres in the middle of unincorporated Green Valley, bounded primarily by Green Valley Road, just south of Jeni Lane, Terminal/Reservoir Road, the Hidden Meadows subdivision, and the western foothills.

Envisioned as a collection of small neighborhoods that nestle along the base of the oak wooded foothills, Middle Green Valley is a comprehensively planned community that reflects the traditional rural settlement patterns of the past. The Middle Green Valley Specific Plan details a mix of land uses, including up to 400 new homes, agricultural tourism, local neighborhood retail, room for community services and over 1,400 acres of protected agriculture and open space land. The end result is a multi-layered Plan based on the concepts of clustered development, conservation and limited and appropriate settlement that provides a certain future for Middle Green Valley.

Beginning in 2007, 15 different landowners, along with a citizen’s advisory committee that included representatives from GVLA, and Solano County planners worked together to create a plan for Middle Green Valley. With the goal of an integrated vision of how to use the land - over 80 separate parcels - this Specific Plan process circumvented the possibility of piecemeal, unpredictable subdivision and development with houses randomly scattered over the valleys and hillsides. 

After several years and countless hours spent in discussion, discovery and design workshops, the MGV Specific Plan was created. The plan was reviewed by the County’s Planning Commission and ultimately, the Solano County Board of Supervisors formally adopted the MGV Specific Plan on August 8, 2017.

With full knowledge of the planning discussions and decisions, the GVLA Board of Directors concluded that implementation of the MGV Specific Plan would help maintain the rural character of this vital acreage and all of Green Valley and provided its full support during the County review processes.

The housing component of the MGV Specific Plan occurs in three consolidated, neighborhood clusters at the base of the western mountains, oriented to surrounding agriculture and screened from Green Valley Road by trees growing along Green Valley Creek. The plan includes diverse building types and land uses to amplify a small town setting that draws from the principles of rural architecture – simplicity, craftsmanship and authenticity.

Dedicated conservation easements and agricultural areas also are included in the plan to ensure the 1,400 acres remain undeveloped and maintained in agricultural stewardship.  It was felt that these easements provide crucial, long-term protections to the residents of Green Valley who value rural landscapes and community ambiance. In the fullness of time, the MGV development plan will add several miles of walking paths, village green spaces, and a Farm Preserve.

As of November 2020, several of the MGV landowners have conducted design-level field surveys as a next step toward implementing the neighborhoods envisioned in the MGV Specific Plan. The completed studies have identified site-specific building constraints, and the landowners are preparing an application for the County to consider some refinements to the plan. These include the relocation of some proposed home sites due to site-specific building constraints, shifting an entrance road location to use an existing road which will minimize habitat disruption, and a potential new site for a possible fire station.
